Allan (Al) Duffy, Chair

Al grew up in Toronto in the 1960s where he was a partner in two engineering companies specializing in materials Testing and building Inspections. He was involved in Projects such as the CN Tower, Pickering Nuclear Project, and many other landmark buildings.

In the 70s Al and his wife moved to Richmond Hill where he was elected to the Council of the Town of Richmond Hill, and in 1980 became the Youngest Mayor to be elected in Richmond Hill. He has served on the Council of the Regional Municipality of York, the Board of Governors of Seneca College, York Central Hospital, Toronto Grace Hospital, Toronto Exhibition Board, Ontario Place, and many Municipal, Regional, and Provincial Boards and Committees. Al continues to be involved in many large-scale urban developments, including the new Town of Queensville where he is a development partner.

Al and his wife have traveled the continent from Florida to Alaska, San Diego to Newfoundland, and coast to coast on their Harleys. They have two daughters and six grandchildren.

Richard (Rick) Quinney, Treasurer

Rick has been a long-standing director of SEC. Rick has been a practicing Chartered Professional Accountant (CA/CPA) and a Licensed Trustee in Bankruptcy for over 40 years. Rick has served as President, Treasurer, and Board Member for the Vaughan Chamber of Commerce and currently serves as Treasurer of the Horseshoe Valley Property Owners Association.

Rick was instrumental in the incorporation of a for-profit company, the first of its kind held by a charitable organization in Canada. Rick continues to be a strong advocate for social enterprise.

Michael (Mike) Raffa, Vice-Chair

Michael holds an MBA in Finance, Corporate Strategy, and Accounting. Michael holds the position of Global Head of Financial Crimes Compliance for State Street Bank. State Street is a global industry leader managing over 2.5 Trillion in assets.

Michael is an intelligent and action-focused executive with experience in building teams that are diverse, inclusive, and exceptional. Adept at transforming both mature and maturing organizations across financial services and providers of market/payment infrastructure supervised by global regulators in Asia, Europe, and North America, including the Federal Reserve and Office of the Comptroller of the Currency. Michael has served as an SEC director since 2009.

Vincenza (Vinny) Berman, Director

An expert in Human Resources and organizational management, Vinnie served as the Vice President of Human Resources and Organizational Development for William Osler Heath System, Chief Human Resources Office and Executive Director of Organizational Effectiveness with Toronto Grace Health Centre, and served as an Executive Officer with York University.

Vinnie has served on the SEC board since 2009.  Vinnie is currently the CEO and Founder of V Berman and Associates Inc/HR with HeaRt.

Vinnie is a people-focused senior business leader and consultant with a strong track record of elevating the human resources function; with a strong business background capable of aligning the needs of organizations and their employees, and a creative and dynamic cultural change leader; engages employees and leads them to greatness and does it with heart.

Richard Lecours, Director

A recently retired federal public service, Manager for Immigration, Refugees and Citizenship Canada who had been responsible for the department’s team providing funding and networking across York and Durham regions for several years, along with other parts of Ontario. He was directly involved with SEC and other agencies in establishing the Welcome Centre network across the region.

Previously Richard was responsible for Multiculturalism and Francophone funding for Canadian Heritage across Ontario. Has also worked as a provincial Environmental Planner responsible for Environmental Impact Assessment reviews for the Province of New Brunswick.

Richard was the Executive Director for the New Brunswick Home Builders’ Association and led the R-2000 Home Construction standard across the Maritime provinces.

Was Board President for the Francophone community health centre for the GTA:  Le Centre médico-social communautaire de Toronto, for several years. Also served on non-profit boards for a Francophone community day-care, a help crisis phone line, and a provincial environmental organization in New Brunswick.
